1.1.1 Apply Terraform IaC

In this practice, AWS resources are created in the Sao Paulo region. Make sure to move the region to Sao Paulo sa-east-1, and automatically configure the basic practice environment through Terraform HCL. Before terraform apply, set ssh_ingress_cidr (your own IP, for example 203.0.113.10/32) as a Terraform variable; SSH is open only to that address. See Security Notes in the repository README.
